Every villa, tower and townhouse in Dubai stores its water before you ever use it, and that stored water is where problems start. That party is obliged to implement corrective actions including tank cleaning and sterilisation, develop a water safety plan, allocate trained staff to manage the water system, and keep the documentation and schedule.

In practice, that translates as:

  • Apartment in a freehold tower. The owners association or its facility management company handles it, funded through service charges. As a tenant you pay nothing extra and should not be asked to.
  • Rented villa or townhouse. The landlord is responsible. Tank cleaning is a structural maintenance item, not a consumable, and it does not sit with the tenant under a standard Dubai tenancy contract unless the contract explicitly transfers it — which is unusual and worth challenging.
  • Owner-occupied villa. It is yours. Nobody schedules it for you, and this is the category where tanks most often go years without attention.

What a Compliant Water Tank Disinfection Actually Involves

A proper clean is a documented procedure, not a rinse. Done to Municipality-approved method, it runs roughly like this:

  1. Assessment and confined space preparation. The tank is inspected, the water assessed, and confined space entry procedures put in place. A water tank is a confined space and it has killed people who treated it as a swimming pool.
  2. Isolation and complete draining. Supply is shut off and the tank fully emptied, with pre-cleaning samples taken.
  3. Manual removal of sludge and biofilm. Sediment, scale, algae and the slick biofilm layer on the walls are scrubbed off with non-abrasive tools. Biofilm is the part that matters — it shelters bacteria from chlorine, which is why chemical dosing alone does not substitute for physical scrubbing.
  4. High-pressure washing. Surfaces jetted until the run-off is clear.
  5. Disinfection at 50 mg/L chlorine. The guideline’s specified concentration for tank disinfection. Where a full system disinfection is being carried out, the requirement is a free residual chlorine of 1–2 mg/L held for one hour, with every outlet run for at least five minutes so the disinfectant reaches the whole distribution network — not just the tank.
  6. Rinsing down to safe residual. Flushed until the routine maintained residual of 0.2–0.5 ppm is reached. Water that still smells strongly of chlorine has not been finished properly.
  7. Refill and testing. Chlorine residual, pH, TDS and turbidity checked, plus microbiological testing to UAE.S GSO 149:2021 — coliforms must be absent and E. coli tested for. Microbiological testing is expected at least every six months following cleaning.
  8. Certification and documentation. A disinfection report detailing the chemicals used and the procedure followed, retained by the contractor and issued to the building.

Compliance is proved on paper, and inspectors ask for paper. After each clean you should be holding:

  • The cleaning and disinfection certificate, naming the contractor and their approval reference
  • The water quality test report covering the microbiological and chemical parameters

Retention periods matter as much as the documents. Operational monitoring data should be kept for a minimum of two years, and inspection reports, cleaning certificates and sample results for five years where records are not held electronically.

How to Check Your Water Tank Cleaning Company Is Municipality Approved

This is the step most owners skip, and it is the one that decides whether the certificate in your folder is worth anything. Under the Dubai Municipality water tank cleaning framework, companies performing this work must be approved by Dubai Municipality’s Food Safety Department and must follow municipality-approved cleaning and disinfection methods. A general maintenance or plumbing licence does not cover tank cleaning — it is a separate registration.

Before you book, ask for four things:

The number that should worry you is a quote well below these ranges.
